HI-CAP Invest

HI-CAP Invest is a Fund-of-Funds Venture Capital program administered by the Hawaii Technology Development Corporation (HTDC), a state agency attached to the Department of Business, Economic Development, and Tourism (DBEDT). The program provides capital assistance to Hawaii's small businesses, startups, and entrepreneurs through venture capital fund investments.

Funded by the U.S. Treasury under the American Rescue Plan Act of 2021 (ARPA) through the State Small Business Credit Initiative (SSBCI), HI-CAP is jointly managed by HTDC and the Hawaii Green Infrastructure Authority (HGIA). The $62 million program includes multiple offerings: HI-CAP Invest (venture capital), HI-CAP Collateral (loan support), HI-CAP Direct (transformative projects), and HI-CAP Loan (direct lending).

HI-CAP Invest founded and manages XLR8®, a series of community-focused accelerator and incubator programs. XLR8UH® is an award-winning venture accelerator investing in University of Hawaii entrepreneurs and technologies — ranked by Forbes as one of the top 30 accelerators in the nation. XLR8HI® serves as Hawaii's Entrepreneurship Center, and XLR8YOUTH™ is a first-of-its-kind innovation intensive for youth. In 2024, HI-CAP Invest acquired Acasia Group, expanding its global reach into the Middle East, Africa, and beyond.
